Oceanic Iron Ore Resumes Hopes Advance Permitting With C$49 Million in Cash
The February financing closed with every convertible debenture converted to shares and left C$49.3 million at June 30, 2026 for the impact assessment the company restarted in July; the MD&A says the proceeds will also fund the updated prefeasibility study that succeeds the 2019 economics.
Oceanic Iron Ore (TSXV: FEO) restarted the environmental and social impact assessment of Hopes Advance in Nunavik on July 20, 2026, with cash of C$49,336,808 against liabilities of C$1,967,544 at June 30, 2026 after the February financing converted every debenture. The deposit holds about 1.39 billion tonnes measured and indicated at 32.1 per cent iron, and bench-scale tests have made a 68 per cent iron direct-reduction concentrate. The economics come from the December 2019 study; the MD&A says the February proceeds will fund the updated preliminary feasibility study that succeeds it.

Oceanic Iron Ore restarted the environmental study of Hopes Advance this summer. On July 20, 2026 the company said it had resumed the environmental and social impact assessment of the project, beginning with updated baseline studies on land and at sea. It is paying for that work from the treasury it raised in February. Cash stood at C$49,336,808 at June 30, 2026 against total liabilities of C$1,967,544, per the interim financial statements filed August 27, 2026. The comparative column shows C$918,209 of cash at December 31, 2025.
The company is a Vancouver-based developer that has held the Ungava Bay iron properties in Nunavik, the Inuit region of northern Quebec, since November 2010, per the management's discussion and analysis dated August 27, 2026. Hopes Advance is the project with the current study. The company's case, as its releases and MD&A put it, is the case for that deposit: a large iron resource on the coast with a product the steel industry's lowest-carbon route needs, now funded through the stage where plans become applications.
A coastal iron deposit with a clean product
Hopes Advance holds 1,388,037 thousand tonnes of measured and indicated resources grading 32.1 per cent iron, plus 222,188 thousand tonnes inferred, effective November 20, 2019, per the technical report filed January 31, 2020. The 2019 plan mines three of its ten deposits for 28 years.
The 32 per cent iron in the ground is upgraded in a plant to a concentrate, and buyers pay for the iron content and for the absence of impurities. The 2019 plan makes a concentrate grading 66.6 per cent iron with 4.5 per cent silica, which the company's own releases call a blast furnace product.
Direct reduction is the other way to make iron. Gas, and eventually hydrogen, strips the oxygen from the ore without coke, and the electric furnace that follows cannot flush out rock the way a blast furnace does, so the ore has to arrive clean. The minimum specification Oceanic cites for that market is 67 per cent iron with under 2 per cent silica (January 19, 2026 release). Bench-scale flotation at Corem in Québec City produced a 68 per cent iron concentrate with 2 per cent silica and 97.8 per cent iron recovery, the company reported the same day. Follow-up testing at bench and pilot-plant scale is what the release says the company is considering.
The buyers for such a product are steel mills building direct-reduction plants and the trading houses that supply them. thyssenkrupp Steel decided in September 2022 to build a 2.5-million-tonne direct-reduction plant at Duisburg for production in 2026, and on September 24, 2026 Jacobs, which manages the construction, described it as still under construction. Nippon Steel and Sojitz took 49 per cent of Champion Iron's Kami direct-reduction-grade project on September 29, 2025.
Pricing runs off the 62 per cent iron benchmark with a premium for grade. Fastmarkets reported on January 14, 2026 that the 65 per cent fines premium averaged US$18.01 a tonne in August 2025 and narrowed to about US$12 late in the year as mill margins fell. Champion Iron, which mines the same Labrador Trough, realised a gross price in line with that index on its Bloom Lake concentrate in the quarter to March 31, 2026; freight and other costs then took more than a quarter of it (May 27, 2026 results; the figures are in the table below). The comparison is on product and geography only. Champion operates Bloom Lake; Hopes Advance is at the preliminary economic assessment stage.
The 2019 study, and what has moved since
The economics come from a preliminary economic assessment announced on December 19, 2019, then filed as a technical report on January 31, 2020. It put initial capital at US$1,193.3 million in 2019 US dollars, with an accuracy range of plus or minus 35 per cent. It was called re-scoped because it rebuilt the project around a smaller first phase and a 26-kilometre truck haul instead of a third-party railway, which the release says cut initial capital by 58 per cent from the 2012 prefeasibility study. A preliminary economic assessment is the first of three study stages and may draw on inferred material; a mineral reserve needs at least the next stage. The company attaches the standard caution, that there is no certainty the results will be realised.
The plan is built around the freeze of Ungava Bay. Concentrate is made all year, stockpiled at the port and shipped during an open-water season the study puts at 110 days, with power from a barge-mounted diesel plant. Fuel feeds both the power plant and the truck haul, so it is a direct input to the US$30.70 per tonne life-of-mine operating cost. The item that put the study back in front of investors on October 16, 2026 was a wire-distributed interview with Chris Batalha, the chief executive; its release disclosed that Oceanic paid Global Stocks News a fee of 1,200 dollars for its dissemination, and its figures are the 2019 figures.
| Study assumption (2019 release; 2020 report) | 2026 reading and source | Limit |
|---|---|---|
| 62% benchmark of US$76.00 per dry tonne unit | US$90.90 per tonne, 62% Fe CFR Tianjin, October 16, 2026 (Trading Economics) | spot print against a long-run assumption |
| 15% grade premium, product price US$104.96 CFR China | 65% fines premium US$18.01 (August 2025) to about US$12 (late 2025) (Fastmarkets, January 14, 2026) | 65% fines against a 66.6% concentrate |
| Freight US$22.83 per tonne to Qingdao | Champion Iron: gross US$120.5, net US$87.5 after US$32.9 of freight and other costs per dry tonne, quarter to March 31, 2026 | different port and contract |
| Initial capital US$1,193.3 million, Q3 2019 dollars | Statistics Canada all-items CPI 136.4 (December 2019) to 169.8 (August 2026), up 24.5 per cent | general index, not a mine construction index |
| Operating cost US$30.70 per tonne | Champion's 2024 Kami study cash cost US$58.5 per dry tonne, by rail to Sept-Îles (January 30, 2024) | different project; rail against a 26-kilometre truck haul |
On price, today's benchmark plus the late-2025 grade spread lands between about US$103 and US$109 a tonne for a 65 per cent product, close to where the study put its own. On cost, every input has been repriced since 2019 and the study is waiting on its successor. Net proceeds, the MD&A says, will fund optimization studies and "detailed engineering work to complete and publish an updated Preliminary Feasibility Study", on a date the company has yet to set.
Three approvals, three clocks
A mine on this coast needs approval under three regimes. Nunavik sits under Section 23 of the James Bay and Northern Quebec Agreement, applied through Chapter II of Quebec's Environment Quality Act. Every mining development and every port facility there goes automatically to the Kativik Environmental Quality Commission, a body of Quebec and Inuit members, which sets the guidelines for the impact study, consults the communities and decides, per the Quebec environment ministry.
Federally, a metal mine producing 5,000 tonnes of ore a day or more and a marine terminal for ships above 25,000 deadweight tonnes are designated projects under the Impact Assessment Act's regulations, and the 2019 plan mills more than 36,000 tonnes a day. The Kativik Environmental Advisory Committee wrote on February 25, 2016 that a third review applies under the Nunavik Inuit Land Claims Agreement.
Oceanic has been through the front end of this once. Its project description summary is dated August 27, 2012, the federal assessment commenced on October 11, 2012 and impact statement guidelines were issued on December 10, 2012, per the federal registry. The 2020 technical report said the re-scoped project might need amendments or a new submission. The Impact Assessment Agency of Canada terminated the assessment on August 29, 2022 after the required studies were not filed within the legislated time limit, and the provincial directive had lapsed in September 2015, the advisory committee's letter records.
The baseline studies announced on July 20, 2026 are therefore the start of new submissions, covering the mine and road on land and the deepwater port at sea, with an engagement plan the release says will support project descriptions and a future impact assessment submission.
Inuit communities take part in that process under the agreement, and Oceanic's own history with them goes back to 2011. The project sits near Aupaluk, the federal registry records, and in August 2011 Oceanic signed a letter of intent with Makivik Corporation, on behalf of the Inuit of Nunavik, and the Nunavik Landholding Corporation of Aupaluk as the basis for an impact and benefits agreement, per the company's website read on October 17, 2026. That agreement remains to be signed.
The July 20, 2026 release commits the company to developing Hopes Advance "in collaboration with our Inuit partners". The hire for this work is Pierre-Philippe Dupont, senior vice-president for external affairs and ESG since October 15, 2026, who directed the Crawford nickel project's impact assessment, per the September 14, 2026 release. Neither the commission's decision nor the agency's has a date, and neither is the company's to set.
What February bought, and what the warrants could add
The financing that funds all of this closed on February 12, 2026, with 66,666,800 units sold at C$0.75 for gross proceeds of C$50,000,100, each unit a share and half a warrant. Frank Giustra and Ryan Beedie each subscribed C$3,000,000, and each held about one-sixth of the shares after closing, per the closing release.
Every Series A to D debenture holder converted at the same closing, which issued 32,892,521 shares and as many warrants and removed a liability carried at C$39,452,031 at December 31, 2025. Revaluing the debentures at the conversion-date share price produced a non-cash loss of C$20,743,750 that accounts for most of the C$21,823,338 net loss for the six months to June 30, 2026.
The MD&A attributes the loss to the rise in the share price from C$0.65 at December 31, 2025 to C$0.96 on February 12, 2026, the date the derivatives were remeasured, and says none of the debentures was settled in cash.
The filings show four kinds of money. Cash raised on February 12, 2026 was C$50,000,100 gross and C$48,565,622 after C$1,434,478 of issue costs. Cash on hand was C$49,336,808 at June 30, 2026, after the half-year's spending on overhead and on the property. Committed financing is nil, because the warrants are the holders' option. Contemplated financing is the strategic partner the MD&A says the company "continues to pursue".
The share count shows the treasury's price, set out below from the MD&A dated August 27, 2026 together with the June 30, 2026 statements; the quote feed's 261.5 million is a cross-check on the filed count, and Maple's October 9 piece carried 365,439,774 fully diluted from the company's share structure page, one fewer.
| Filed count | Number | Terms |
|---|---|---|
| Shares outstanding, August 27, 2026 | 261,510,756 | 260,625,423 at June 30, 2026, plus 885,333 options exercised for C$125,857 |
| Warrants from the February placement | 33,333,400 | C$0.95, expiring February 12, 2029 |
| Warrants from debenture conversions | 57,687,284 | about C$0.07 to C$0.08; the February tranche expires on September 26, 2027 or November 29, 2028 (closing release) |
| All warrants, June 30, 2026 | 91,020,684 | weighted average C$0.39, 2.6 years remaining (note 7d) |
| Options, August 27, 2026 | 12,875,001 | before 500,000 granted October 15, 2026 at C$0.64 |
| Restricted share units | 33,334 | |
| Fully diluted | 365,439,775 | all of the above |
If every warrant were exercised the share count would grow by about 35 per cent, warrant holders would own about 26 per cent of the enlarged company, and at the weighted average price the exercises would bring in about C$35.5 million. Management expects the low-strike warrants to be exercised, the MD&A says. The C$0.95 warrants sit above this week's price.
On the filed count, the C$0.63 close on the TSX Venture Exchange on October 16, 2026, per 15-minute delayed market data read after the close (last trade 15:59 Eastern), values the company at about C$164.8 million. The study's US$1.4 billion post-tax net present value is a modelled figure for the whole project, and the gap between it and the market value measures the work ahead, beginning with the next study.
Outside Canada, the shares moved up to the OTCQX market on October 1, 2026 under FEOVF; the ISIN is CA67524Q1321 and German data services carry the securities number A11700, but no Frankfurt or other German venue quote could be found. The venues confirmed are the TSX Venture Exchange under FEO and the US over-the-counter market.
From here to a construction decision
The debt is converted. The treasury was in the bank at June 30, 2026. The baseline studies have been running since July 20, 2026, and the direct-reduction concentrate has existed at bench scale since January 19, 2026. The team has been rebuilt for the next stage. Jeremy Langford, the Artemis Gold president who took the Blackwater mine to first gold in 2025, joined the board on April 23, 2026. The updated prefeasibility study and the new project descriptions to the commission and the agency are not yet dated.
One firm date is already on the calendar. By November 30, 2026, the 60-day deadline for a venture issuer, Oceanic must file its results for the quarter ended September 30, 2026, and they will show what the summer field season cost. Oceanic has restarted the Hopes Advance assessment with the money to carry it and a permitting executive in charge of it, and November 30, 2026 is when the cost of the first season comes into view.
