Panama's interministerial commission recommended on September 30, 2026 that President José Raúl Mulino open formal negotiations with First Quantum Minerals over Cobre Panamá, aimed at a restart that funds an orderly closure at no cost to the state and ends the pending arbitrations. The president had not authorized talks as of October 9. Stockpiled ore is being processed under an April approval, and First Quantum reports third-quarter results on October 28.
First Quantum Minerals (TSX: FM) disclosed on 30 September 2026 that Panama's Ministerial Commission has delivered seventeen recommendations on Cobre Panamá. The lead recommendation is to open negotiations on a new agreement, with termination of the company's international arbitrations set as a mandatory condition. The shares fell 15.3 per cent on the day while the copper price rose, which makes the move a judgement about Panama rather than about the metal.
