A Drill Can Go Onto Red Flat, and Homeland Nickel Still Has No Current Resource

The Forest Service acceptance and the promised fourth-quarter resource estimates are real progress on a company whose only tonnage figures were calculated in 2008 and 2009 and have never been made current.

Homeland Nickel Inc. told the market on 17 September 2026 that the US Forest Service had accepted its plan of operation for a sonic drill programme at Red Flat in southwest Oregon, and that it can produce updated resource estimates for Red Flat and Cleopatra without drilling a single new hole. Both are genuine steps forward. Neither is a grade. The company's own technical report says Red Flat contains no current mineral resource estimate, and the shares have gone from 7 cents to 49 cents in a year on that basis.

A drill can go onto Red Flat now. Homeland Nickel Inc. said on 17 September 2026 that the United States Forest Service had accepted its plan of operation for a sonic drill programme there. Red Flat is in Curry County, in the southwest corner of Oregon. The company hopes to finish the holes in October, subject to crew availability.

Maple wrote on 17 September that accepting a plan is a step in a process, not a decision to allow work. That is still true, and the company's own wording keeps it true. The plan "will now proceed to the NEPA (environmental) evaluation and cultural review." But the acceptance has landed. And lower in the same release sits the item that matters more for the next six months.

The bigger item in that release was not the permit

Homeland said it has finished recompiling old data from both Red Flat and Cleopatra, and that its qualified person is satisfied with it. A qualified person is the engineer or geologist who signs for technical numbers under Canadian rules and carries professional liability for them. On that basis the company says it can issue updated mineral resource estimates for both projects "without the need to conduct additional field work."

From those estimates it intends to move to two economic studies: an Initial Assessment at Cleopatra in the SK-1300 format the US Securities and Exchange Commission requires, and a preliminary economic assessment at Red Flat under Canadian rules. Chief executive Stephen Balch said the SK-1300 document "will help Patriot Nickel in their upcoming listing on a US exchange." The company expects "one or both reports to be completed during Q4 2026, roughly a year ahead of schedule."

Pulling a schedule forward by a year is a real achievement when it comes from finding the data rather than from cutting the work. Homeland's stated reason is exactly that: it located all the historical records and put them into a searchable database.

A resource estimate with no new holes in it

Here is the part that governs how much those documents can prove. An estimate built from recompiled historical drilling is still an estimate built from historical drilling.

Right now neither Oregon project has a current mineral resource under National Instrument 43-101, the Canadian rule that sets what a company may publish about tonnage and grade. Homeland's own technical report for Red Flat, effective 10 August 2023, states it plainly: "The Red Flat Ni-Co Property contains no current mineral resource estimates." The same report says a qualified person "has not done sufficient work to classify the 2009 historical mineral resource estimate as current mineral resources or mineral reserves."

What exists instead are two historical figures. Red Flat's is from 2009: 10.4 million US tons measured and indicated at 0.88 per cent nickel, plus 8.3 million US tons inferred at 0.80 per cent, at a 0.7 per cent cut-off. Cleopatra's comes from 2007 and 2008 work, and the company's website gives it as 39.5 million tonnes at 0.93 per cent nickel, or 743 million pounds of contained metal. Note the units differ between the two projects: US tons at Red Flat, metric tonnes at Cleopatra. Multiplying 39.5 million tonnes by 0.93 per cent gives roughly 810 million pounds, a little above the 743 million the company publishes, which means the headline tonnage and grade pair is not the exact pair behind the pounds.

A recompilation can make those numbers current. It cannot make them denser, or higher grade, or better sampled than the auger holes that produced them almost twenty years ago.

Four ways to be the biggest nickel deposit in America

The claim that follows Homeland everywhere is that Cleopatra is the largest nickel deposit in the United States. It is worth being exact about it, because the company is exact in its releases and less exact elsewhere.

The 17 September release says Cleopatra "contains a historical resource of approximately 40 Mt of laterite grading 0.93% nickel making it the largest historical undeveloped nickel resource in the continental United States." Three qualifiers do the work there: historical, undeveloped, continental. The company's own Cleopatra web page, read on 23 September 2026, drops one of them and calls it "the largest undeveloped nickel resource in the continental United States." Speaking to Oregon Public Broadcasting on 13 July 2026, Balch dropped the rest: "By tons, our Cleopatra deposit is the single largest nickel deposit in the United States."

Measured against what other US projects have published, the unqualified version does not hold. Talon Metals reported a current estimate at Tamarack in Minnesota of 8.564 million tonnes indicated at 1.73 per cent nickel, about 326 million pounds, effective 10 October 2022. That is fewer pounds than Cleopatra, at nearly twice the grade, and classified.

Stillwater Critical Minerals reported a current estimate at Stillwater West in Montana on 27 August 2026: 29.4 million tonnes indicated and 805.1 million tonnes inferred, roughly 3.01 billion pounds of nickel equivalent. Nickel equivalent rolls copper, cobalt and platinum-group metals into a single nickel-shaped number, so those pounds are not comparable with Cleopatra's. Most of them are inferred, the weakest classification.

So "largest" depends entirely on which number is chosen and which qualifiers survive. The one comparison that needs no arguing is this: Tamarack and Stillwater West have current estimates signed under a disclosure standard, and Cleopatra does not yet have one.

Talon bought a working mine in January, and the peer comparison went with it

On the boards, Homeland's valuation is often set against Talon Metals, on the argument that a preliminary economic assessment at Red Flat would produce a net present value in the billions and a market value above Talon's. That study does not exist. The figure is a guess about a document nobody has written, and it is recorded here only as a description of what people are saying.

The comparison itself has also aged badly. On 9 January 2026 Talon completed the acquisition of Lundin Mining's Eagle mine and Humboldt mill in Michigan, issuing 275,152,232 shares to Lundin. Eagle produced 9,907 tonnes of nickel in 2025, and Talon now describes it as the only operating primary nickel mine in the United States. Talon is a producer with revenue, permits, a mill and a workforce. Homeland is an explorer with historical tonnage and a drill permit in the environmental review stage.

Two other board claims should be recorded as they stand. The reacquisition of a royalty is real: on 24 August 2026 Homeland bought back a 2.0 per cent net smelter return and up to C$15 million of milestone payments from RAB Capital. It paid 10,000,000 common shares and 2.5 per cent of Patriot Nickel, and assumed a C$7.5 million milestone obligation of Patriot's. The release does not state a currency for either figure; Homeland reports in Canadian dollars.

The Patriot structure is real too: Homeland keeps 20 per cent of Cleopatra and Eight Dollar Mountain once a pre-feasibility study is done, with Patriot holding 80 per cent, and will take 20 per cent of Patriot's shares if Patriot lists. The claim that Indonesian nickel output has been cut because of water shortages at the Morowali industrial park could not be traced to an operator or ministry statement, and is not treated here as a fact.

C$3.3 million of money and three documents to pay for

The money is where a small company's plans meet arithmetic, and Homeland's is tight.

The most recent financial statements posted on the company's website are the unaudited interim statements to 31 October 2025. They show cash of C$293,332 and total liabilities of C$449,725, with marketable securities of C$3,001,995, which are mostly shares in Noble Mineral Exploration, and working capital of C$3,024,594. Statements for the 30 April 2026 financial year end are not on the company's website, and SEDAR+ was unreadable on 23 September 2026, so this October 2025 statement is the newest filed balance sheet available.

Add the placement. Homeland closed 8,000,000 units at C$0.38 for roughly C$3.04 million, announced as fully subscribed on 14 September and reported as closed on 17 September, with proceeds for "property payment obligations and exploration activities." Cash of about C$0.3 million plus C$3.04 million is somewhere near C$3.3 million to work with. Out of that come a sonic drill programme, two resource estimates, an SK-1300 initial assessment and a Canadian preliminary economic assessment, plus the ordinary cost of running a listed company.

Against that, exchange data for 23 September 2026 shows the shares closing at C$0.49, down 1.0 per cent, on 123,557 shares traded on the TSX Venture Exchange and 264,424 across all Canadian venues. The exchange lists 227,309,927 shares and a market value of C$111.4 million. Counting all classes gives 235,309,927 shares and C$115.3 million, which fits the placement shares not yet being listed. That is 15-minute delayed secondary market data, not a filing figure. A company worth over C$110 million with roughly C$3.3 million in hand will most likely raise money again before any economic study is finished.

A C$20,000 video, and a release that named another company's chief executive

One small item in the 17 September release deserves reporting on its own, because it is a fact about how this story reaches people. Homeland disclosed that AI Power Marketing Ltd. received a one-time fee of C$20,000 plus taxes. The money paid for a video interview, distributed on a financial media channel and its social accounts and through paid search advertising.

The release was issued twice. The first version, timestamped roughly 40 minutes earlier, described the video as an interview with the president and chief executive of Independence Gold Corp., an unrelated issuer, under an agreement dated 26 August 2026. The revised version names Balch, Homeland's own chief executive, under an agreement dated 15 September 2026. Nothing else in the two versions differs, and neither carries a correction note explaining the change. The company has not published a reason.

One other unreconciled point on the same theme: a release dated 26 January 2026 announced the appointment of Jordan Black as corporate secretary, while the company's own team page, read on 23 September 2026, still lists Errol Farr in that role.

Seven cents to forty-nine on rock last drilled in 2008

Homeland's shares traded as low as C$0.07 and as high as C$0.72 in the past 52 weeks. Almost all of that happened before a single new hole went into either Oregon project. The two studies due in the fourth quarter will be built from samples collected when nickel was a different business.

Credit where it is due. Homeland found the old data, hired permitting consultants, bought its royalty back, and got a plan of operation accepted. That is unglamorous work and it was done well.

Still unanswered is whether ground averaging under one per cent nickel, in a national forest in Oregon, can carry a mine at all. Nothing scheduled for the fourth quarter is designed to settle it.
